How To:  Get the SQL Server process to start (Phoenix SQL Lite)

Introduction:

There is a know Microsoft bug in Windows11 that will cause issues with installing and using Phoenix SQL Lite. The SQL Server may install but the service will not run. This problem is due to a memory error in Win11.
