Canada - X-Flo meter will not take new calibration factor

Issue:

Technician is attempting to calibrate X-Flo meter, but the WIP will not take the new calibration factor. 

Diagnostic:

1. Confirm that the technician is opening the WIP door all the way (past the security seal/bracket).
